In politics there is no law of compensation or equity which will permit a voter to cast his vote twice for one candidate, when two are to be selected, and the voter desires to vote for only one man. This has been generally understood by Arkansas voters who have also figured sometimes that to scratch two candidates when three are running for two places has the effect of voting twice. Attorney General Moose was called upon yesterday to write an official opinion in response to a question whether it would be legal to vote twice for a candidate for justice of the peace at the same election, provided two were to be elected and the voter cast his ballot for but one of the candidates.

A 90-year-old time capsule inside the cornerstone of North Little Rock City Hall must wait another 10 years for its unearthing instead of during this year’s city centennial. A collection of items from 1914, the year City Hall was built for $75,000, apparently still rests inside the building’s southwest corner at Broadway and Main Street. This year’s North Little Rock centennial observation peaks this week with a street party along Main Street on Friday night and Saturday. The timing of the centennial, though, isn’t right to pull out the 90-year-old time capsule, officials said Wednesday.
