HOW WE SEE IT: City Sidewalks Not The Place For Merchandise

It’s not unusual to hear someone aff ected by another person’s behavior suggest “there oughta be a law.” Just as often, perhaps coming from a place of similar frustration, we find ourselves asking why there has to be. It would be nice, our Utopian fantasies suggest, if it didn’t require a city ordinance to make people do what they ought to do on their own. But “oughts” are eye the beholder, and it’s easy in any dynamic community for confl icting opinions to exist about how to defi ne them.
