Springdale’s City Council met Tuesday and approved:

-Rezoning 2.5 acres at 3112 N. Thompson St. owned by Six Judges Inc. from open display commercial to large product retail sales and 151.8 acres at 9165 Nations Drive owned by Ecclesia Inc. from agricultural to institutional

-Splitting the cost up to $300,000 for new equipment for a special-needs playground with the Rotary Club

-A contract to build an all-access fishing pier at Lake Springdale for $159,508, with $50,000 coming from an Arkansas Game & Fish grant

-Waiving competitive bidding to buy a $34,652 backup generator for the city’s buildings on Shiloh Square

-A $10,500 engineering design contract for drainage near Oak Grove Road

-Spending $21,000 from the district court automation fund for software and equipment

since when does cost ever slow down a politician. the answer never. Election is the only way to keep one of their buddies from being appointed.

I looked it up Sprouse, who told you to say that. The most historical thing Stout ever said was Springdale was a fly over city, Good riddance.

Van Hoose said "The council and the city will miss his tremendous knowledge of the actions of the council". The only thing we will miss are some of his dumb comments. evercham, I'am with you, would someone please tell me what institutional knowledge is? Moneymyst your statement is so true, but, get someone worse?

It doesn't much matter who fills the position.
Chamber of Welfare simply hands them a
"to do" list and they get busy.

But I had to sit up and take note of a sidebar item:

"-A contract to build an all-access fishing pier at Lake Springdale for $159,508, with $50,000 coming from an Arkansas Game & Fish grant."

You can build a pretty nice home for $160K when there's no land cost involved. I'm wondering if the "all-access fishing pier" will have running water and bathrooms?

After a few Jack and Cokes I believe led Zeppelin is the greatest ROCK and ROLL band of all time. In one night the city council spent $325,660.00 when does it stop. They gave Gutte a big fat raise, for what he can't even get to work on time, just ask his fellow employees. This promotion B S is just a way for Sprouse to shore up his support for the next election. I will telll you there is more to the reason behind this than what has been reported. You might notice the news reporter didn't report who voted for this rediculis proposal. The city of Springdale is in deep serious trouble. There is a group of individuals who run the show, they hang out at a pink cafe and do nothing but try to impresses each other with their ( Institutional knowledge ). If they are not at this place they are bragging about the church they belong to, as Jefff Harper said ( IF YOU WANT TO BE ANYBODY IN SPRINGDALE YOU HAVE TO BELONG TO THE FIRST BAPTIST CHURCH ) go figure. I don't know Mayor Mc Kinney did pretty well, so did Stacy Looney, Bob Collins, and many others. The problem with Springdale is that those in controll make sure that their replacements are of the same thought process as they are. Springdale needs new blood and a infusion of clear and honorable thinking without the munipulation of the system and it's people. The people of the city must band together and make a statement to those running the city, NO MORE, WE WILL NOT STAND FOR IT ANYMORE. This one council meeting say's it all, when does it stop ? All of these current members have to be gone and replaced with with those who care about the city and not in it for the health insurance and money that comes with the position. The people of the city need to elect those who care about the long term effect of their actions on the city and not what is politically in their favor. This council and mayor do not have the best interest of the city at heart, they only have the next election in their mind, it is time to make a change.

The OutlawJosey Wales is the greatest movie of all time, bar none. Led Zepplin is the greastest Rock and Roll band of all time, bar none, however poor old Ray Dotson at least will say what he believes. I have hammered Ray many times, most of the times I do not agree or understand what he is trying to say, but I respect him for saying what is in his heart. One thing about Ray is that he would state his position and never back off of it, he would fight for what he thinks is right.

I don't know if I have mentioned it or not but, Led Zepplin is the greatest Rock and Roll band of all time. The selection of a replacement for Stout should not be left to the council, they will just pick someone with a different name bit same thinking as Stout. The people should make the choice of who represents them, not a group of fuddy duddies who only have their own interest at heart.

There are a few city offficials who really have what is best for the people in their thinking, Denise Pearce is one, and she should be honored for her ethics and dedication to the people, she is a peach.

When I read the News Opinion on the department split and the promotion of the folks to department heads I was hoping the city council would heed the warning but as usual they didn't. I am sure there has been many phone conversations and back room discussions on this matter outside the Arkansas Freedom of Informaqtion Act. It was a done deal and it didn't matter what the News or anyone else thought. What the people of Springdale don't understand is that they are nothing but pawns to be manipulated by the representatives that they elected. Put a stop to it.

institutional knowledge is understand of how an institution works. If you are new to being a city council member, you have to learn all the little ins and out of how things are done. If you have been on the city council for a while, you don't have to learn about how to get things done.

Without having institutional knowledge of the city council, you are not as efficient in keeping any graft and corruption hidden or passed around because you don't understand the pecking order. Or not able to make decisions as effectively.

So what are you saying, Stout knows how to keep graft and corruption hidden ? What is the pecking order? Sounds lke you have been are now on the council. I will say your statement, " If you have been on the city council for a while, you don't have to learn about how to get things done. " is so true which is proven at every council meeting.

Neal's Cafe is the educational center of Chickendale. The endless cup of coffee boys are still trying to figure out how the city ended up 50% Latino.

We need the Springdale City council to be a group who is honest and respectable with family morals. Not a group who makes decisions at the big pink cafe over a cup of coffee. So with this beng said I'm not sad he's gone!!

Jim Reed worried about the cost of a election, after what he voted to spend that night it seems a little hypocritical. Reed voted for the department head issue when the same job they wanted the two employees to do could have been for nothing if the mayor would have shown a small bit of common sense and leadership. This little plum was said to only cost about $20,000.00, if you believe this I have a bridge I will sell you on time payments. For some reason this was totally acceptable, but to spend money to have a election by the people to elect a representative is to costly, what in hell does Reed think the peoples money is for. A fair election is the only thing to do, let the people decide what they want not a bunch of out of touch bureaucrats. I applaud Mr. Overton for standing up for the people, that is not to say I won't hammer him if he needs it.

It should be the citizens of Springdale choice as to who they Elect to be on city council. If they weren't spending money on a election it would be something else not as beneficial. If they pick the council person they can keep there dirty laundry for say within. Sounds like what happen with the resignation.

The fact is I know the real reason he resigned 100% the truth. I am not making any comments that are not true. Unfortunatetely due to the newspaper agreement to comment I am unable to post what I would like to post.. It is not a health issue as suggested either. I feel like the public deserves to know the truth therefore the boards are not being polluted with lies or ignorance!

Stout has been on the council so long, why is he leaving now? Mad Potato do you know for a fact Stout is in very poor health? Why do you have such a hatred for mikefield? This section is set up so people can speak their mind, and when he does you persecute him for speaking his mind. Good christians don't do that.

Unless there has been a crime or a misuse of public funds, Mr. Stout and his family deserve for personal issues to stay personal. If it is not health, it may still be of a personal nature that is really no one else’s business. In the end this probably has nothing to do with the city or how it is run. Pushing an agenda will only hurt those affected even worse than they already are.

Western, I hope that if you are truly affected by this (for whatever reason) that you find some peace. Venting on the Internet will not help with that and may make it worse.

My opinions of Evercham, mikefield, joseywales, and his other alter egos have not changed. His motives are only to stir hate and discontent. He will spread half-truths and lies as a means to disparage those that he used to work for. It’s transparent and pathetic.

Overall, Springdale and all of Northwest Arkansas is a great place to live. One city is really not any better than the other. All have strengths. All have weaknesses. Ultimately, all are in the same proverbial “boat”. Mr. Stout helped make NWA what it is today. He should be thanked for the time he has spent serving. Then, it is time to move on.

Mad Potato: I do feel sorry for his family. They are innocent in all this "COMPLETELY". A person who represents a city should have morals and values. I'm glad you are thankful to him for serving NWA. I would say I totally agree with you, I am sure the mayor, all of the city council, and the city attorney know what is up with this and I am sure it will come out soon. I would say I am appalled by the whole affair and shame on those in the city that are trying to hide the truth from the people. I would like to say when I found out about this I wasn't surprised, but I can't because if I do Potato will get mad at me. I am very sensitive.

Josey and MF, if you’re not the same person (and I would bet your IP address suggests you are) then you are at the very least attempting to share the same brain.

Western, there is expressing a point of view and there is just spreading gossip. Which exactly are you attempting to accomplish? If Stout is in poor health, I hope you apologize.

Regardless, if Stout’s reasons for resignation do not involve abuse or negligence of his office, he has the right to keep his personal reasons private. Of coarse everyone has the right to an opinion, but this forum does not guarantee the right to slander.

I disagree with much that the council does in Fayetteville. I will make fun of them and ridicule them for their political views as opportunities arise. However, I will also respect their privacy when they decide to call it quits.

It appears there are one or two people posting on here with personal vendettas. I’ll call you out on it. It’s sad.

I got no vendetta against anyone. If Stout is in poor health, I hope he makes a speedy recovery. I have not read anything here that spreads slander against Stout, just specilation as to why he resigned. It seems Western25 knows the real reason, but we will just have to wait and see. Won't we? Who resigned in Fayetteville as you reference in your last post. I just want to be your best friend.

Josey and western25 keep up the good work. If we keep after this Spudman will become a convert to our way of thinking and realize the error of his ways. I too do not have a vendetta against stout, I want the truth to come out also, the people deserve at least that much. Spudman defends him but obviously is not aware of the facts, I applaud spuds passion but not his being loose with the facts and the truth. Spud must be part of the Stout group or why would he be so venomous with his post. Don't feel sorry for the Spud he can't help himself lets just try as we might to help him see the error of his thinking, I think we can only if we try very hard though.

PS, The news should get to the bottom of this and report it in their paper, the public have a right to know the truth and it is the presses obligation to do so. It shouldn't be that hard lots of folks know the truth, it would be so simple just hang out at a pink cafe and you will hear the Mad Potato crowd talking and laughing about it.

I think that would be a great idea for a follow up on his resignation. Wonder if the REAL truth would come out. He may run for council in another state now. They definitely need to know all about his affairs. That way the citizens know up front what type person they will have to represent them. I like the idea of getting to the bottom of this report in the newspaper. We the public have a right to know the truth. Why have rumors when you speek the truth.
