100 YEARS AGO March 20, 1913

HELENA - The first accident in connection with the new safety gates recently installed by the railroads at the intersections of the principal streets occurred this afternoon when an automobile smashed into the gates just as they were being lowered for a passing engine. The stability of the guards, which checked the car, was all that saved the car from destruction.

50 YEARS AGO March 20, 1963

Mayor Laman received a letter from the State Highway Department today stating that the department has agreed to the city’s request to place stop signs at intersections not controlled by signal lights, on city streets and state highways. The suggestion was included in a recent report by Henry M. de Noble, North Little Rock’straffic consultant.

25 YEARS AGO March 20, 1988

Attorney General Steve Clark said Saturday an undercover investigation by his office shows Arkansas’ worst criminals are treated better than many of the state’s nursing home residents. Clark revealed during a news conference in Little Rock the findings of an undercover investigation carried out by three employees of the attorney general’s office at four unidentified nursing homes. “You judge a state or people by how they treat their elderly,” Clark said. “In many instances, we don’t treat the elderly with the minimum care required by law.” 10 YEARS AGO March 20, 2003

GOULD - For the second day in a row, Gould Mayor Lloyd Parks refused to allow the city’s police chief to return to work, ignoring a City Council order and two legal opinions. When Charles Atkins arrived Wednesday at City Hall, the mayor refused to give him the keys to the police-chief’s office or access to any other city property, said Barbara Fountain, the city’s recorder-treasurer. The trouble between Parks and Atkins began Feb. 17, when Parks fired Atkins. On Monday, the Gould City Council reinstated Atkins. But when he tried to assume his police-chief duties Tuesday, the mayor told him he had vetoed the City Council decision and that Atkins should leave City Hall. Officials from the Arkansas Municipal League, citing an attorney general’s opinion, said Tuesday that Parks had no basis to veto the council’s order. Atkins, they said, should return to work. “Parks won’t give me the keys to anything,” Atkins said Wednesday. “So being reinstated and being able to do my job are two different things.
