Senate panel backs bill to shield property values

An Arkansas Senate committee Tuesday endorsed a bill aimed at protecting private-property rights, although the measure’s opponents said they worried the bill would stifle zoning by local governments and had the potential to cost Central Arkansas Water millions of dollars in the future.
