Regarding the first letter from Stacey Taylor.
From her description, and the number of witnesses who were concerned, it does sound as if the police (how many arrived?) missed the boat.
I hope the witnesses follow up in some way.
Child abuse is more than just "bad parenting." It can result in a child's injury and even death.
This incident reminds me of how police used to deal with domestic abuse.

The letter from John Gray is eminently reasonable, as usual.
He has a good grasp of economic realities.

Back to letter one. I happen to know or have known fairly well at least half a dozen people who had suffered from child abuse, ranging from neglect and emotional neglect/coldness to some pretty horrific physical abuse.
That includes two men who were sexually abused by their mentally ill mother.
All of them had emotional problems in adulthood as a result.
Several were diagnosed with mental illness, and most of them had a lot of trouble establishing a stable marriage.

The Rogers police could have handled the problem like they did with a shopper in a C store last year, just shoot her in the heart.
That way they get a rubber stamp investigation and the problem is resolved.
