If copper theft continues to increase it may drive power lines underground. There, they would be safe from vandalism and ice storms. Yes it is expensive but at some point it makes business sense. When the alternative is the uncertainty of being constantly vulnerable to ever-more-vigilant thieves, the certain cost of burying the lines becomes more bearable .
