Washington County deputies investigated a report of an explosive device found in the Hogeye area on April 20.

Results from the Arkansas State Crime Lab revealed that the device "was functional," according to an arrest report.

During the course of the investigation, deputies identified Mugley as a "person of interest," based on video surveillance, domestic history and cellphone information, the report said.

Cox, who had a "previous romantic relationship" with Mugley, disclosed a plot to commit murder by using an explosive device on a car operated by Mugley's husband, the report said.

Deputies said Cox accompanied Mugley when she bought materials to manufacture the device.

Video surveillance revealed the Mugley bought a cellphone matching the description of the cellphone attached to the bomb, the report said.

During a recorded phone call, Mugley discussed the details regarding the bomb and the conspiracy to commit murder on Mugley's husband, the report said.

Investigators executed a search warrant on Mugley's home on Thursday and seized items consisted with manufacturing the explosive device, deputies said.
