Mo Cowan, the former chief of staff for Massachusetts Gov. Deval Patrick, has been appointed by the Democratic governor to the Senate, replacing Sen. John Kerry, who has been confirmed as the next secretary of state, and said he has no plans to run for the seat in a June 25 special election.
