A bill filed Monday in the state Legislature would ban abortions once a fetus has a heartbeat. The state Department of Health would set rules defining the method used to determine whether a fetus has a heartbeat. There were 4,033 abortions performed in Arkansas in 2011, according to the Health Department. A story in Tuesday’s editions misstated the department involved.
