SHIRLEY - E.M. Merritt had a unique defense when tried before Mayor Hackett for “bootlegging” yesterday. He did not deny that he was engaged in selling a pint of “red dye” to a thirsty citizen when arrested by Marshal R. W. Quattlebaum Friday, but said that the thirsty citizen had just called him from bed and he was so sleepy that he did not realize what he was doing. There were three charges of “bootlegging” against Merritt and Mayor Hackett fined him $50 on each charge, but remitted one fine on condition that Merritt stay away from Shirley.

50 YEARS AGO Jan. 20, 1963

City officials, stunned by an action of Pulaski County senators, are girding themselves to defend the 72-yearold process of annexing new territories. Little Rock Mayor Byron R. Morse told the Democrat yesterday he will bring SB 8 to the attention of the city board of directors tomorrow night. The bill, introduced in the Senate Wednesday, would permit residents outside a city to vote on whether they wanted to be annexed. Under an 1875 law they do not have a vote.

25 YEARS AGO Jan. 20, 1988

Ballet slippers, Japanese culture lessons and video game rentals. Those are some of the more unusual expenditures made by the Razorback Scholarship Fund Inc. over the past seven years. The expenditures were found by reporters Tuesday during the second day of reviewing scholarship fund records. Ray Shipman, UA athletic department business manager, said the players took ballet classes to improve their agility.

The days of driving into traffic jams without warning are just about over for motorists on sections of interstate highways in central Arkansas. Signs will soon be set up along the interstate cautioning drivers that something ahead is wrong, giving them a chance to slow down or take an alternate route. The electronic message boards are part of a $3.5 million collection of high-tech gizmos the state Highway and Transportation Department is deploying along stretches of interstate highway to ease congestion and delays around construction projects.
