— 100 YEARS AGO Feb. 23, 1913

A large new American flag floated over the city hall for the first time yesterday in commemoration of the anniversary of the birth of George Washington. The stars and stripes were raised by Merrill Taylor, the 9-year-old son of Mayor Chas. E. Taylor. At the last meeting of the City Council, a resolution was adopted to erect a flagpole and purchase an American flag to fly above the city hall at all times.

50 YEARS AGO Feb. 23, 1963

NORPHLET - The city of Norphlet returned to normal today after one of the most hectic days in its history yesterday. All of the more than 700 citizens, who were evacuated when a fuel tank truck-Missouri Pacific freight train collision brought threats of an explosion, were back in their homes. According to authorities, the train cut through the truck-trailer rig at the crossing near the Norphlet business district, and the vehicle’s load of 5,600 gallons of tractor fuel was spilled over the derailed cars. The cars burst into flames.

25 YEARS AGO Feb. 23, 1988

All systems are now“go” for Gov. Bill Clinton’s drive to get a public initiative on lobbyist disclosure and ethics for public officials on the November ballot. Attorney General Steve Clark returned the proposed ballot title and popular name to the governor Monday, suggesting only a change in the latter. Clark said that instead of calling it “The Disclosure Act for Lobbyists and State Officials,” the popular name should be “The Standards of Conduct and Disclosure Act for Lobbyists and State Officials.”

Grandparents throughout the state would be able to seek court-ordered visitation with their grandchildren under a bill designed to make the state’s Grandparents Visitation Act comply with recent court decisions, a state legislator said. The Arkansas Supreme Court has twice ruled the state’s current grandparents’ visitation law unconstitutional as applied because it does not require judges to consider a parent’s wishes when making a ruling. Rep. Jan Judy, D-Fayetteville, said those rulings have stopped several judges from granting visitation. House Bill 1484 would change that, she said.
