House bill No. 231, by Newton of Lonoke, which throws restrictions around the expenditure of money for campaign expenses and provides penalties for corrupt practice in elections, passed the house yesterday. Only four votes were cast against the bill, which, if enacted, will be the first limitation to be placed on campaign expenditures in Arkansas.

50 YEARS AGO Feb. 22, 1963

NORPHLET - Residents of this north Union County city of 700 population, who were evacuated early today when a boxcar load of ammonium nitrate, set afire by a gasoline transport truck-Missouri Pacific freight train collision, threatened to explode, were returning to their homes and businesses this afternoon. The wreck occurred near the heart of the business district about 5:30 a.m. Two Diesel engines and 15 cars of the 74-car train derailed.

Prisoners have a right to basic medical treatment, but the cost of the treatment is a burden to taxpayers, according to city and county officials. In Pulaski County, the county and municipal jails spend about $150,000 per year to meet the basic medical needs of prisoners. Those needs include medical and dental care and purchasing prescription medication. “We take care of just about everything,” Pulaski County Sheriff Carroll Gravett said last week. Medical costs at the Pulaski County jail, the county’s only long-term facility, was about $93,000 in 1987. Gravett, who oversees its operation, said recently that many residents do not realize the expense.

Starbucks Coffee Co. said Friday the chain is looking for another location in Little Rock. “We are actively looking for the perfect location in Little Rock,” Nancy Kane, Starbucks’ marketing manager, said in an e-mail response to an interview request. She noted that “we do not have any confirmed plans” but added that “we look forward to opening our doors in Little Rock soon.” Seattle based Starbucks, which has almost 6,000 stores across the United States and in other countries, last month licensed a store at the Baptist Health Medical Center.
