The proposed constitutional amendment to permit the people of Arkansas to vote on the question of woman suffrage went down in defeat in the House yesterday afternoon. As the speaker announced the vote of 35 for the resolution and 55 against it, the suffragettes in the gallery, who have labored long and faithfully for the measure, quietly pinned on their hats and departed, leaving three small boys gazing down into the arena.

50 YEARS AGO Feb. 20, 1963

A house committee today disapproved changing the age of compulsory school attendance from 15 to 18 years.Rep. W. H. Thompson of Poinsett County, the author of HB378, said that it was suggested to him by a truant officer who thought raising the age limit would keep some children off the streets. Rep. Roscoe Brown of Craighead County commented that the “young roughnecks” are causing the school authorities enough trouble now and that any attempts to keep them in school any longer would simply add to the teachers’ woes. 25 YEARS AGO Feb. 20, 1988 HOT SPRINGS - The proposed initiated act for a stronger lobbyist disclosure and ethics-in-government law will be hand-delivered to Attorney General Steve Clark by Gov. Bill Clinton at 3 p.m. today. In accordance with a previous agreement Clark will make a decision on the constitutionality of the popular name and ballot title of the initiated act by the close of business Monday.

10 YEARS AGO Feb. 20, 2003

The most expensive highway project in Arkansas history is coming to North Little Rock. For $57.2 million, two contractors say they will rebuild and widen a 6.4-mile section of Interstate 40 between Interstates 30 and 430, which runs by the Levy and Burns Park areas of North Little Rock. The project also includes replacing three main-lane bridges, including the 1,017-foot span at Levy, and one bridge overpass. “It sounds like a bargain,” North Little Rock Mayor Patrick Hays said. “Let’s sign a contract and get busy.”
