U.N. panel on Syria: Cruelty on both sides

Syrian girls are seen Monday in the Azaz camp for displaced people north of Aleppo province, Syria. According to Syrian activists the number of people in the Azaz camp has grown by 3,000 in the past weeks after heavier shelling by government forces.

A United Nations commission Monday said fighters on both sides in Syria’s civil war have committed atrocities and should be brought to justice, and European foreign ministers extended an arms embargo on the country in hopes it would limit the ability of both sides to wage war.
