Building Trend Continues West

The Planning Commission is set to consider two planned housing developments and an office building as the city continues its growth trend westward.

Commissioners will discuss Phase 2 of The Links and Phase 3 of Lochmoor Club at today’s meeting that starts at 5 p.m. at the Community Development Building, 305 S.W. A St.

The Links at Rainbow Curve is a Lindsey Management property at 1802 S.W. 34th Ave. The newest phase would extend northwest toward Been Road and include construction of new streets.

Items on today’s Bentonville Planning Commission agenda include:

• A lot split requested by the city at Price Coffee Road and Old Dump Road.

• A lot split at Southwest Banbury Drive for the proposed Simpson Office Building.

• Rezoning request for four lots at 301-307 S.E. Second St., also known as Downtown Bentonville Cottages, to downtown edge.

• A conditional use permit for the Driving Academy of Northwest Arkansas at 1401 S.E. Walton Blvd.

The Planning Commission must amend the land use map to allow medium-density residential housing in the area before development plans can proceed. The map now shows the property as low-density residential.

A single-family subdivision is just north of the planned development, and the property directly south is zoned agricultural.

City planning staff said amending the land use plan would help meet the increased demand for multi-family housing in the city. Vacancy rates for multi-housing units are running at less than 3 percent, said Troy Galloway, director of community development.

Developers must still submit a large-scale development plan for approval by the Planning Commission before construction can begin if the amendment is successful. The property was previously cleared and platted as a single-family neighborhood by Lindsey Properties. The housing downturn stymied those plans and property has remained vacant.

“They want to fold that into a future phase of The Links,” Galloway said.

Developers plan to build golf courses adjacent to the existing single-family homes and provide a buffer between the two housing densities, according to attorney Jorge Du Quesne, a representative for developers.

Lochmoor Club developers are requesting approval of a preliminary plat for phase three on Southwest Edinburgh Avenue. The plat includes 11 acres with 29 lots. Plans include extending Edinburgh Avenue eastward to connect with a proposed Cardiff Addition.

City staff has requested developers of the two subdivisions work together to create a walking trail that would take students to Bright Field Middle School without them having to walk along Arkansas 112.

Galloway said the city is working with developers to resolve drainage issues.

Commissioners will consider an office building at 1601 S.W. Regional Airport Blvd. submitted by Chance Simpson. The 2,100-square foot building would house a single tenant, according to agenda documents.

Architectural renderings depict a brick building with a gray metal roof. The building meets all city requirements. Staff recommends approval of the development plan.
