Rain trickles down on the Apollo Theater recently at 308 W. Emma Ave. in Springdale. The building was recently declared unsafe by the Springdale Building Department.

Emma Avenue is bookended by two buildings in serious disrepair.

The Downtown Springdale Alliance is paying $100,000 to Alta/Greenways, a consulting company, to formulate a plan for downtown Springdale. The group is focusing first on development around the Razorback Greenway, but will include all of downtown in the plan. The plan is scheduled to be completed this spring.

Meanwhile the Chamber of Welfare has the city's tax monies directed to their welfare baseball stadium. Wonder how all that new development is working out?

Why has it took years and years for the Building Inspection Department to notice the buildings were falling apart. Between the building inspection department and the code enforcement department there is at least 12 inspectors/code officers and none of them has noticed this, it is their job to notice these things and do something about it. I am sure they drive up and downEmma once in a while. This is shameful Emma is the heart of the city and it has been ignored by this department for to long, heads should roll. This mayor should do the right thing and make these incompetent employees accountable.

Throwing money away for more studies will do no good, there has been countless studies done and nothing has been done. The facts are simple, according to city ordinance and the building code unsafe and dilapidated buildings are to be repaired or removed, period. There is a specific time period for this to be done by the owner. Why does this department which is ran by a Chief Building Official not do their job. It is obvious they pick and choose what the do, what ordinances, codes they enforce and whom the enforce them on.

They will write up someone for some violation and then ignore the very same violations or worse in the same area, WHY ? This mayor and council keeps adding code officers and the town looks worse and worse. The answer is simple, the person this mayor allows to run the Buildings Department and the Code enforcement supervisor has not provided the proper leadership or direction to get the job done. The people of Springdale have been let down because of it.

Some good points there Ray but the Code Enforcement division is primarily complaint driven. I seriously doubt there's annual or bi annual fire or city compliance or habitability inspections. I could be wrong.

If they just respond to complaints and ignore similar violations in the same area it is called selective enforcement, courts have ruled is not legal and damages have been awarded because of it. If they just respond to complaints only then the are not proactive and the appearance of the city will only get worse as onyone can see for themselves. What do the do say in the dead of winter when there are no code complaints called in, do they just sit around playing on their computers, heck what am I saying they do that even when the have work to do, major changes need to be made.

Gee, Springdale needs a repair from the top down, not the bottom up. Can't fix a water leak until you turn off the water. Little Mexico has never figured that out. They just stack bad decisions on the foundation of past bad decisions.

I'am confused. Mr. Evers sent Mr. Cypress a letter in June 2011 detailing the problems with his building, and it still hasn't been fixed. I thought that there was a time limit as to how long a person had to fix up the property or tear it down. It sounds to me like Mr. Cypress hasn't done anything Mr. Evers outlined in his letter. What happens if kids get into this building and get hurt, or a bum get in the building and starts a fire to keep warm, and gets hurt. Who is to blame? Mr. Cypress or the City. Sounds like someone needs to light a fire under Mr. Cypress and Mr. Ritchy to start getting these problems taken care of, and not waiting almost two years to get something done.

Why are these decaying buildings being identified now? They have been this was for at least two years according to Mr. Evers letter. Can it be the Razorback Greenway Regional Trail will cross the Cities downtown? (Emma Ave) Just cross the railroad tracks and look at some of those buildings, they are in need of lots of repairs. They are eyesores. If we are going to clean up Emma Avenue, lets clean up ALL EMMA AVE.

Comments like this have no place in the discussion, try to say something helpful or at least respectful .
The reason why the building survivor referenced hasn't had any repairs or removed is that the Chief Building Official will not let Mr. Evers proceed with the enforcement of the codes. There could be many reasons why this is the case, one it is quite possible the CBO doesn't know how to do his job or it could be the CBO is playing politics because of who owns this building or the mayor has gotten involved and he is playing politics. For whatever reason all of those involved are talking the talk but not walking the walk. I am pretty sure there is a clause in the city ordinances that it is a violation not to enforce the ordinances or to conspire to circumvent the ordinances.

They do not get anywhere just spending money over and over on this problem no matter how many studies they do, the simple answer is enforce the ordinances and make the owners of these buildings repair or remove them. Take the politics out of it, remove the incompetent employees that have failed to do their job and put go getters in their place. This is not rocket science. These employees have had years to learn their jobs and have failed to do so. The building inspection departments leadership has failed and has to carry the blame for the appearance of the city and the waste of tax payers money paying the salary of employees that can't or won't do their job.

The only person that can do something about this is the mayor and he won't, he is oblivious to the problem. It is time for the city council to get involved along with leading citizens to get involved and make the changes that have to be done with the building inspection department.

Call it what you want, sour grapes, ax to grind whatever, but you can see for yourself and the facts are there for anyone to see. Look around on the south end of the city there is a dilapidated motel which has had their business license revoked by the city council for being a nuisance, the Chief Building Official has messed with it for at least 7 years and never was able to get anything done other than have other employees " Refresh the Red Tag " boy doesn't that just make the owners shake in their boots. Then you continue north you will see a large burned out building, both of these buildings are right on the highway for all to see. This building alike the motel has been messed with for years by the Chief Building Official and nothing was done, now it is a welcome sign for the city. I wonder how long it wil stand like this before something gets done. Then continue on north on 71 and you will find a vacant lot that the city owns at Huntsville and 71. This lot collects trash from the highway is normally covered with all kinds of signs and overgrown vegetation.

Now you have 71 highway covered add Emma Av., the mess at Sunset and Pleasant, the mess at Robinson and Turner and you pretty much have all the city covered for anyone to see what the character of the city. Go to city hall and ask to see the business license for the businesses and you will see that the Chief Building Official approved them. The CBO has time and time again stopped his Chief Building Inspector from doing his job and enforcing the ordinances for reasons I have already commented on, The Chief Building Inspector will take care of these things if allowed to do so, but he can't if the CBO keeps tying his hands.

Lets not let the Code Enforcement supervisor off on this , he has to carry a large amount of blame for the appearance of the city also. The supervisor has failed to provide any leadership motivation, direction, or support for his employees. This man spends most of his time out of the office and no one knows what he is doing, what ever it is it isn't code enforcement related. The women who takes the calls does more supervision and makes more decisions that the supervisor. Oh sure he feeds lip service to the mayor and gives him a bunch of stats that don't add up to justify his position. One thing he does is have a meeting once a week with the employees not to provide leadership but to find out what has been going on in code enforcement because he is hardly ever in the office and needs to know what is going on in case someone ask. This is a example of his leadership, concerning dead trees throughout the city. This supervisor had instructed his people that if there is any "Green " on a tree it isn't dead and there is nothing that can be done. His first position on dead trees was nothing could be done because there wasn't any code or ordinance against it. The chief building inspector had to point out to him that if fact there was. For example at the corner of Huntsville and Mill there was a dead tree that had been dead for years and was leaning towards the street, however there was some green on it, the green was poison Ivy. Finally the chief building inspector stepped in and got the tree removed. This supervisor told his people that if a property was in a A-1 zone the city ordinances could not be enforced. Well he was wrong again and the Chief Building Inspector had to step in again and show him where he was wrong. The mayor knows the problems with this supervisor he has been told and still he does nothing.

Years ago the code supervisor was made aware of several old buildings falling apart on Juilo Road on the East side of the city. There is a large residential subdivision on the east side of this mess where the homeowners had to look at it from their back yards. The code supervisor was taken to this location and showed the mess.

Years pass and nothing was ever done until the Chief Building Inspector was shown the mess and it is now a vacant field. There is example after example of the code supervisors failure to preform hits duty, he along with the Chief Building Official are both spending their time playing Policeman. If you don't believe me all you have to do is look into the code officers office and you can see for yourself. Look at the equipment he has in the city vehicle he drives. Look at the collapsable night stick he has in his pocket. The man at one time or another had a pistol strapped to his ankle which on occasion will fall out onto the floor, I thought there was laws against this. The department head knows this and did nothing. I am sure there are some employees that don't want to be around a gun and I am sure there are citizens who come into that office that feel the same way. All of this nonsense going on at this department and still nothing being done by the mayor, how sad. Both the CBO and the code supervisor have set up their city vehicles with police type equipment such as high intensity flashing lights. If this is needed for whatever reason why has it not been install on the officers and inspectors that are out in the field. The fact that tax dollars were spent for these vehicles and not the employees that might really need them makes the point. This is just the tip of the iceberg concerning this mess.

Springdale needs to start working on the Greenway. I have not seen any progress on the north/south sections. Or maybe Fayetteville can build another flyover straight to Rogers.

Neither ex councilman or a current councilman have a clue to the depth of the problems with this department. It is the same for the mayor, he doesn't have a clue either. If he would just look into the things I have spoken about and if he cared things would change. I have only spoken about a small part of the goings on, I would have commented on more but my fingers got tired of typing.

I am sure this bunch is very busy attacking me and not the problems, what else can they do, they will never admit what I have said is the truth.

Believe me Money the code supervisor doesn't go near any chicken plants or anywhere there is a danger, he will send one of the code officers. I am sure this bunch is busy attacking me and not the problems I have spoken about. Everything I have said is true and if this mayor cared he would do something but he can't. If he did it would be obvious he hasn't done his job either. Ask the mayor about these problems and he will tell you something like he did a " In House Investigation " and there were no suspensions or terminations, even though he did nothing. What else can he say.

Good enough for me, Ray. Only thing I do know for sure is that the city has been in a world of hurt of as long as I can remember and doesn't seem to be getting any better. Bob Claudle had the situation down pat, but he doesn't seem to be around anymore.

I had no idea he slapped anyone in the face. He was part of the Council that sat quietly on their tooches while Jim Holt and Sue Madison D-Fayetteville) helped deny Sam's Club a liquor permit and thus ran off the largest sales tax source for the City of Springdale. The Mayor did nothing to help Sam's Club and by doing so it was a major help to Springdale Liquor CEO, Jim Phillips, in retaining his near-monopoly on liquor sales in this town. Later Mac Adoodles managed to get a permit to open a store.

MacAdoodles hurt Springdale Liquor Association more than five Sam's Club's. Caused them to ram through a law that Macadoodles couldn't expand (which meant Phillips couldn't expand either) "Oh the tangled web we weave when at first we try to decieve". Then Benton County came along with liquor sales and now Macadooles and Philips can't expand into Benton County. Talk about cutting off your nose to spite your face. Thus the Sunday sales law .

The Mayor, to his credit, pushed for the permit of Macadooles and Wal-Mart too.

Sprouse has never been on the council nor has he ever held a public office before except if you call the school board a public office. In my opinion thats where he should have stayed. Sprouse has no vision for the city.


If my memory serves me correctly Sprouse has consistently been against anything to do with liquor, he sites the reason as " Moral Grounds " which to me is a put down to all the Springdale citizens that may drink liquor. Sprouse and the last mayor have took Springdale to a point of no return. Spingdale will always be a trash city or as Councilman Bobby Stout put it " A fly over city " until the people get rid of this bunch and replace them with people that are progressive thinkers, good managers, honest, and have a clear vision for the growth and future of the city. Springdale is in deep trouble, it can be salvaged, it can be saved but not with this mayor. The people of Springdale are the only ones how can bring about this change but when this mayor goes unopposed for election in a town of this size it shows the people have given up on any real change, how sad.

I guess Ray had it right they are busy attacking the messenger and not the message, so typical of this bunch. Have they lifted a finger to make things better for the city, no. They sit around their favorite coffee hole or barber shop patting each other on the back, telling each other how great they are, running their mouths, making fun of people, and never do anything to improve the city, believe me I know I use to part of this crowd. I became repulsed by the thinking and attitude of these people that I couldn't stand to be around them. They offer no ideas or thoughts that go towards any real progress for the city and they don't want to because it would mess up their little world they live in, how pathetic . They have just enough mental capacity to make stupid jokes and insulting comments about things and people they don't even know. People like CEW1 and The Mad Potato are a good example of why the city is in the shape it is in. These people aren't capable of offering any constructive comments due to their small town thinking. I say either be part of a solution by exposing what is going on to the public and offer solutions or just plain shut up. I dare CEW1 and The Mad Pot to offer any real answers. One thing for sure is you guys don't have to prove your intelligence, you make it clear by your comments. Tell us some of your ideas and ways to make Springdale a better place for the people who live in it. Tell us what you would do with the mess at the Building Inspection Department, tell us if you can why you think the city is doing so well. Ask your buddies for help doing this, see if you can offer one single thing that disproves anything I have said. PUT UP OR SHUT UP BOYS.

Why don't you two Einstein's ask the Chief Building Inspector for Springdale why he applied for the Springdale Water Department Director position. Ask him why he has applied for almost every position that has been open in the city even if he isn't qualified. It would appear he is desperate to get out of the Building Inspection department. Before you run your mouths again do a little work and ask the Human Resource officer how many city jobs within the city Mr. Tom Evers has applied for over the last several years

You can inspect, respect, dissect, suspect,.......all you want, but the bottom line is that as long as Springdale has thousands of illegal aliens, it will not matter. Who wants to live in a town where the illegals can live just like they do back in Mexico, El Salvador,.........? Who in their right mind would want to invest is downtown Springdale?Let the illegals have it. They are taking it building by building and house by house.

Ask them if they even have any suggestions or positive comments. All they can do is make stupid comments about things they don't even have a clue about. I bet they are right now hanging out at their favorite coffer hole making life miserable for some poor waitress, which they will not tip because they feel for her to be in their presents is enough reward. What a sad bunch.

Does kinna look like a flea, but I've never seen a flea up close, but my cats have. The cause of the fire was friction, morgage rubbing up against the checkbook. Many decisions have been made at Neal's, Ray, sadly to say, most of them were wrong.
