— 100 YEARS AGO Feb. 1, 1913

Almost an hour was consumed in the Senate yesterday morning in argument over a resolution by Senator Carl-Lee, providing for a clerk for the Joint Committee on Finance at a salary of $5 a day. Immediately Senator Jacobson offered an amendment to make the salary $4 a day. This started approximately $35 worth of argument, assuming a senator’s day to be six hours. Senator Carl-Lee objected, declaring the clerkship would require a great deal of time.Senator Miles declared it would require the services of an expert to go into the records of various state departments. Senator Covington also was vigorous in his argument against the amendment, while Senator Hughes asserted the amendment should be defeated if for no other reason that Senators Carl-Lee and Covington for once were of the same opinion.

50 YEARS AGO Feb. 1, 1963

Rabies cases in Arkansas apparently declined about 71 percent in 1962 from the previous year, according to an index of reported cases prepared by the State Health Department. Only 70 cases were reported compared to 246cases reported in 1961. No human rabies deaths have occurred in Arkansas since 1957.

25 YEARS AGO Feb. 1, 1988

The BATmobile could be anywhere in Pulaski County tonight. Wherever it parks, its mission is the same: to clear drunk drivers off the streets before they and others become accident victims. Operators of the Blood-Alcohol Testing van say it is working. Five nights a week, four officers prowl county and city roads in unmarked police cars looking for erratically driven vehicles, while one waits in the BATmobile - as it is nicknamed - to administer tests for drunkenness.

10 YEARS AGO Feb. 1, 2003

The 80-year-old Hot Springs Village woman who was chosen by Gov. Mike Huckabee for a spot on the state Board of Education has declined the appointment. “I have been surprised by the lack of respect for my ability and the merit of my accomplishments publicly vocalized by some,” Mary Rose Caballero-Horner said in a letter Sunday to the governor. “They are unsettling and sway me from accepting this meaningful appointment,” she wrote.
