Rogers Aldermen To Review Lake Atalanta Renovation Contracts

— Two contracts for improvements to Lake Atalanta are up for review by aldermen Tuesday, although city officials have said no decisions have been made on what the Lake Atalanta improvement project will include.

One item is a contract design of a bike park on property city officials purchased south of Lake Atalanta. The second item is a contract for design and construction of a dirt path trail around the lake.

“These are the only two projects we have actually moved forward on,” said Steve Glass, city planning and transportation director. “The remainder of the renovation plan is still undecided. We have two public meetings scheduled for (Tuesday) to give interested parties the opportunity to weigh in on the renovation plan.”

The first meeting will be from noon to 1 p.m in the Razorback Room at Embassy Suites. The second is from 5 to 6 p.m. at City Hall. Officials will be available to answer questions. Maps and drawings of proposed renovations will be available for review, Glass said.

The proposed $240,146 design contract for the bike park is with Core States Inc., Glass said.

“The bike park will be just east of First Street, with the entrance to park on Cherry Street,” Glass said.

Amenities in the park will include a skate park, a dog park, a natural playground, a multipurpose building housing a concession stand and restrooms, a variety of bike trails for beginner and expert mountain bike riders and a 93-space parking lot, according to the design drawing.

Rogers City Council

The Rogers City Council will meet at 6:30 p.m. Tuesday at City Hall, 301 W. Chestnut St. Enter on the northeast side of the building.

Agenda items include:

An 80 percent/20 percent federal Surface Transportation Grant for an environmental study and design costs to extend Eagle Way from Hudson Road to the area of 46th and Olive streets. The project is a joint partnership with the city of Bentonville. Each city will pay 10 percent of the cost.

A $29,832 contract with Jones Janitorial Services Inc. for the Rogers Activity Center.

A $159,700 contract with Garver LLC for improvements to Rogers Municipal Airport.

A proposal to establish a depository board for the city of Rogers, as required by state law.

The $535,000 design and construction contract with Progressive Trail Designs is for the dirt path trail around the lake.

“We also plan to have concrete walking trails that encircle the lake. The dirt path trail will go through the wooded area around the lake,” Glass said.

The council will also consider accepting a multi-year $3.8 million, 50/50 matching grant from the Walton Family Foundation for the renovation project.

The Arkansas Music Pavilion, under construction near Embassy Suites is also on the agenda.

Aldermen will consider a $500,000 contract to share the cost of building parking lots with Hunt Ventures. Each partner will contribute $500,000 to the project. Originally, the parking lots were to be gravel. The agreement between Hunt Ventures and the city would change that to asphalt.

In other business, the council is to consider a proposal the city and Rogers Water Utilities form a joint human resources department, said Greg Hines, mayor.

The utility is an independent entity. The city’s only authority over its operation is council approval of rate increases and issuance of bonds.

“We have been handling the insurance for the utility for several years. If aldermen approve, we will add a director of human resource and development to the city staff who will also serve the utility,” Hines said.

Angela Brewer, the human resources director, will become senior human resources director.

“This is a mostly a title change for Angela. The position of director and development will also be charged with developing leadership ability, training. improving communication between departments and employees, and other duties,” Hines said.

The city will provide 65 percent of the funding for the new position and the utility 35 percent, Hines said.
