100 YEARS AGO Aug. 27, 1913

The recently enacted rule of the State Board of Health compelling all school children, teachers and employees of the schools to be vaccinated, is valid and would be sustained by the courts should a test case arise, according to W. L. Moose, attorney general, in an opinion handed down yesterday. The opinion in the case was sought by W. B. Hubbell, school director at Conway, who telephoned the attorney general and asked that [Moose] announce an opinion.

50 YEARS AGO Aug. 27, 1963 PARAGOULD - Rainmaker Homer Berry has promised that Paragould residents would have a white Christmas, since he failed to bring the rain he promised. Berry said the snow would be a “consolation prize.” The retired Air Force major contracted Aug. 13 with a group of Greene County farmers and businessmen to bring rain within two weeks. He was given $1,000 down and was promised a like sum after the rains came. The rain still hasn’t come, but Berry said he is still trying and that he will bring “a real gully-washer” if it takes him until Christmas and if he goes broke in the attempt. Barry took credit today for a sprinkle of rain that fell on Paragould over the weekend.

25 YEARS AGO Aug. 27, 1988

A proposal to expand the availability of Arkansas Medicaid funds for organ transplants gained the support Friday of Gov. Bill Clinton and Walt Patterson, director of the state Department of Human Services. “Hallelujah,” said Jullie Haynes of Benton, who is nearly $300,000 in debt after an April heart/ lung transplant. “It’s about time.” Haynes said Arkansas has been slow in catching up with the rest of the country in state funding of transplants. A recommendation by Human Services for covering costs of more transplants will be made Tuesday to the Medical Care Advisory Committee, a panel of medical professionals appointed by Clinton to advise Patterson.

Now a relatively unknown artist, Dortha Scott will see her art jangling in the pockets of millions of Americans come October. That’s when the Arkansas quarter, which features Scott’s sketch of a diamond, a duck and rice stalks, will begin circulating nationwide. While the quarter will be sent to the Federal Reserve for circulation Oct. 20, the state will officially celebrate its unveiling Oct. 28 in a ceremony at Crater of Diamonds State Park in Murfreesboro.
