100 YEARS AGO Aug. 16, 1913 The white-winged street sweepers, recruited from those who were fined in police court and were unable to pay their fines, are now cleaning the main streets of Argenta. These men are under the direction of the garbage department and care for all those streets which are paved. The larger number of them are vagrants and it is necessary to place a ball and chain on them to keep them from running at the first opportunity.
