100 YEARS AGO April 28, 1913 PARAGOULD - Constable Bob Clark Friday destroyed 24 pints of whiskey, being a shipment consigned to O.V. Arnold in this city. The local express agent refuses to deliver suspicious looking packages of “booze” on order, and the officers have recently taken charge of several of these packages. Arnold sent for his shipment several times, but failed to call in person.

50 YEARS AGO April 28, 1963

If that chapter of North Little Rock history that may someday be titled “The Clique” is closed or is about to be, the man who appears to be happiest about it is Alderman Robert J. Kirspel, who has been called the leader of the group. Kirspel termed yesterday the uproar over actions of the city council members in meetings as “kind of kiddish,” and he said he wished it would quiet down. He said that the publicity the council is getting is “all part of a gigantic plot” to get North Little Rock to change governmental systems from the mayor-council to manager-board forms. As for the accusations that Kirspel is head of a four-alderman “clique” that holds secret meetings before regular council meetings and votes as a block, the alderman said, “If four aldermen are a clique, what are the other four?” 25 YEARS AGO April 28, 1988

A conservative political group said Wednesday that U.S. Rep. Tommy Robinson doesn’t owe anyone an apology for remarks he made to peace activists at a meeting Monday night in Jacksonville. Robinson told members of the Arkansas Peace Center to “kiss my ass” when they asked why he would not accept a bundle of letters from people opposed to plans to place a rail-based MX missile garrison at Little Rock Air Force Base. The remarks came during a scoping hearing at North Pulaski High School conducted by the Air Force.10 YEARS AGO April 28, 2003

Arkansas is in jeopardy of losing its brightest college students to other states because it has yet to commit its resources, officials from the Department of Higher Education said. Nearly two weeks ago when the 94-day regular legislative session ended without a state budget, legislators left high school seniors doubting whether the Governor’s Distinguished Scholarship would be offered this year. The award provides up to $10,000 annually for students to attend an Arkansas college of their choice.
