County Man Arrested Again

BENTONVILLE — A Benton County man accused of shooting his cousin in 2011 has been arrested again in connection with threatening to kill his wife — a witness in the shooting case.

Royce Ray Webb, 57, was arrested Wednesday in connection with charges of intimidating a witness, a Class C felony; and terroristic threatening in the first degree, a Class D felony.

Mitchell Webb was working on a bulldozer on a dirt road Aug. 30, 2011, when he was shot, according to court documents. Royce Webb barricaded himself in his home at 14425 W. Arkansas 102 after the shooting and later surrendered to Benton County Sheriff’s Office deputies, according to court documents. His then-girlfriend, Effie Byers, was in the home when he barricaded himself inside, according to court documents.

He is charged in connection with battery in the first degree, a Class B felony punishable with a prison sentence ranging from five to 20 years, in that case.

Royce Webb was released from the Benton County Jail after posting a $50,000 bond. Proceedings in the case were suspended pending the outcome of a mental evaluation.

Ben Poole, deputy prosecutor, requested Mike Lira, Sheriff’s Office detective, interview Royce Webb’s wife concerning threats made by her husband, according to court documents.

Byers-Webb told Lira her husband threatened to kill her on different occasions if she testified against him. Webb was being held Friday in the county jail with a $5,000 bond set.

Prosecutors haven't filed charges in connection with the latest arrest. Webb could be sentenced from three to 10 years in prison if convicted of the Class C felony. He faces up to six years in prison if convicted of terroristic threatening.
