Police Send Case to Prosecutor

FAYETTEVILLE — The Police Department completed its investigation of two off-duty officers involved in a fight at a pool hall and forwarded it to the Washington County Prosecutor’s Office.

Authorities last week suspended Little Rock patrol officer Jeffrey Harris and Prairie Grove detective Rex Frederick for their involvement in a fight at Billy’s Pool Hall on Razorback Road.

Matt Durrett, chief deputy prosecutor, said the prosecutor’s office won’t be able to review the case because of its “close working relationship” with Frederick. He said the case will be reviewed by a conflict lawyer in Little Rock.

Frederick and Harris were drinking beer and liquor before starting a fight and pulling out their guns, according to Adam Morano, pool hall manager. Security video shows Frederick pushed a man in the back after the detective was asked to leave. That push led to a fight with employees and customers. Harris pointed a weapon at several customers during the fight, according to the video. The video shows Frederick holding a gun as the officers were leaving the establishment.

No arrests were made because the establishment is considered a restaurant, according to Police Sgt. Craig Stout. Stout said concealed weapon laws in Arkansas prohibit carrying weapons into establishments that sell alcohol, unless it is a restaurant.
