Police Send Case to Prosecutor

The Police Department completed its investigation of two off-duty officers involved in a fight at a pool hall and forwarded it to the Washington County Prosecutor’s Office.

Sounds like they were allowed to carry concealed weapons into the place, but didn't KEEP them concealed. If they were threatening people with guns, why wouldn't that be a chargeable offense? I have a carry permit but I'm thinking this doesn't give me the right to brandish my firearm in an establishment unless someone's life is in danger. Especially after having a few beverages.
