100 YEARS AGO April 21, 1913

An interesting feature in connection with the removal of the Charles S. Stifft jewelry establishment to his new location, will be the installation of a completely equipped wireless receiving outfit. This will be erected on top of the building and will be of such efficiency as to receive radiographs or wireless messages. It is Mr. Stifft’s intention to furnish the public with standard time daily from the largest wireless station in the world, the Arlington at Washington.

50 YEARS AGO April 21, 1963

The first privately financed community fallout shelter built in Arkansas was dedicated yesterday at North Little Rock. The shelter, a dual-purpose facility which includes recreational equipment, was a project of the Valley View Property Owners. It is located on Lee Street between Harper and Rock. The dedication ceremony featured brief statements by state officials and Mayor Laman, who expressed the city administration’s “sincere appreciation” for construction of the fallout shelter that will accommodate 500 persons.

25 YEARS AGO April 21, 1988

Pulaski County Municipal Judge David Hale on Wednesday asked that afederal suit challenging the state Freedom of Information Act be dismissed because no constitutional issue was raised. Officials of the Urban League of Arkansas Inc., filed the suit in federal court last month and asked that Prosecuting Attorney Chris Piazza and Hale be stopped from enforcing the state Freedom of Information Act against the league. The suit cited efforts of the Arkansas Democrat to secure financial documents of the Urban League under the state FOI Act and events in municipal court. U.S. District Judge G. Thomas Eisele was asked to rule that the Urban League isn’t required to open its records under the state FOI law because it is a private organization and doesn’t receive state funds.

SPRINGDALE- Aldermen will talk Tuesday of changing Springdale’s rules regarding charitable street solicitations for the third time since September. Aldermen will study an ordinance that will allow nonprofit organizations to solicit donations at stoplights if they receive the city’s permission. The city began tinkering with the issue after receiving complaints from drivers that some groups were asking for donations by banging on car windshields and sticking their heads into car windows.
