Chinese premier promises consumer-spending boost

Premier Wen Jiabao promised Tuesday to step up efforts to stabilize China’s slowing economy with tax cuts and measures to promote consumer spending but appeared to rule out a major stimulus, saying Beijing will stick with established policies.
