Child poverty and parents

In 1977 I joined my reporters at the Hot Springs Sentinel-Record to spend nine months examining child poverty in Arkansas. The result was a 24-page special report describing the conditions and root cause of that chronic scourge. We concluded a lack of education was at the heart of such despair.
