100 YEARS AGO Sept. 5, 1912 ARKADELPHIA — At a meeting of the City Council last night, an ordinance was passed which prohibits the hitching of any horse or other animal on any street or alley within the fire district of the city. Also, it prohibits anyone to leave a horse or any other animal standing on any street or alley, unless the horse or animal is being held by some person.
