100 YEARS AGO Oct. 4, 1912 At the meeting of the Board of Health yesterday afternoon in the offices of Mayor Charles E. Taylor, plans were outlined for the protection of the health of the people of Little Rock under the new Health Department arrangement with Dr. O.K. Judd as chief health officer. Yesterday’s meeting was the first since the creation of the department. The board authorized the adoption of a score card system, by means of which cards will be posted in the places visited and inspected, showing the grade and improvement or lack of improvement in health conditions.
