U.S. sets its aim on killers of envoy

Planning focus: Capture or slay

The United States is laying the groundwork for operations to kill or capture militants suspected in the attack on a diplomatic mission in Libya that led to the death of the U.S. ambassador three weeks ago, senior military and counterterrorism officials said Tuesday.
