The incidents, according to a probable cause affidavit from the Benton County Prosecutor’s Office, occurred before the girl was 3 years old.

Rogers police detectives received a report from the Arkansas State Police Child Abuse Hotline, according to authorities.

The girl told investigators Blount touched her “private spot” with his “private” when no one was around, according to the affidavit. Blount denied the allegations and offered to take a polygraph test.

When Blount was given the chance to take a polygraph test, he refused, telling investigators they had gone behind his back and he was smarter than them, according to the affidavit.

Keith Eoff, a Rogers detective, said in the affidavit a criminal history on Blount shows he was convicted in 2002 for second-degree assault on a family or household member, was convicted of failure to appear in 2006, arrested for rape in 2006 with no disposition, arrested for hot checks and failure to appear and convicted of criminal contempt in 2006 and arrested for rape and convicted of second-degree sexual assault in 2006.

Blount is a registered sex offender, according to Eoff’s investigation.

Blount was being held Wednesday in the Benton County Jail on a $100,000 bond.
