Burris, who lives in Russellville, said he called the city's police department, and an officer came to his house to investigate. Burris said he has also contacted the FBI in Little Rock.
Burris said the cat was discovered by his 5-year-old son.
Aden, a Democrat, is running against U.S. Rep. Steve Womack, a Republican who holds the 3rd District congressional seat.
"To kill a child's pet is unconscionable," Aden said. "It is one thing to engage in civil political discourse, and for Republicans and Democrats to disagree with each other, which is an expected part of the political process. Taking it to this level is beyond unacceptable."
Aden said he doesn't believe Womack or his staff had anything to do with the incident.
Burris said he received no threats before the incident occurred.
