Couple Pleads Not Guilty

A Rogers couple pleaded not guilty to charges in connection with a 5-year-old girl being chained to a piece of furniture.

I am suprised they didn't put the child in a cage.What chemicals were they concerned about and Pills?? Sounds like poor parenting and then some.
