Woman gives birth outside Wal-Mart

KANSAS CITY, Mo. - A Kansas City police officer who usually spends much of his time catching shoplifters at his off-duty security job at a Wal-Mart store found himself in a much different role last week.

The Kansas City Star reports seven-year Kansas City police veteran Matt Phelps encountered a pregnant woman outside the store’s grocery entrance whose water had broken Saturday night.

The woman was in labor and gave birth to a baby girl on a bench about eight minutes later, about 7 p.m.

The Police Department said in a news release Thursday that the mother, Marsheanna Clark, and the baby are doing well.

Phelps said it was the first time he had helped deliver a baby.

charged in killing

MOUNTAIN HOME - A Baxter County man was arrested Thursday after he told investigators that he accidentally shot a man in the face, killing him, Baxter County Sheriff John Montgomery said.

Johnnie Carl Baker, 47, of Salesville faces a felony charge of second-degree murder, Montgomery said.

He is being held in the Baxter County jail in Mountain Home in lieu of a $100,000 bond.

Montgomery said Baker fatally shot Dennis Franklin Chapman, 65, of Salesville on Nov. 12 with a Marlin .30-30 rifle at a Norfork home.

Baker told investigators he gave Chapman a soft-drink bottle and told him he would shoot it out of Chapman’s hand, Montgomery said.

Baker said his gun discharged “on its own” and he didn’t recall pulling the trigger, Montgomery said.

Baker said he then took the empty shell out of the rifle and gave it to a witness who was in the home.

Montgomery said thatthe rifle had to be manually manipulated to be fired. He said a person had to pull the rifle’s hammer into a cocked position before the weapon would discharge.

Casino plans up

in air in Oklahoma

BROKEN ARROW, Okla.

The Tulsa World reports that developers want to finish work on the Red Clay Casino and sell it to the Muscogee (Creek) Nation for $1. The Red Clay Group estimates the casino would generate up to $25 million a year.

The Kialegee, as a partner in the Red Clay Group, would see some of the profits. Meetings are planned beginning next week.

Gambling authorities haven’t weighed in.

A federal judge stopped work on the casino in May, rejecting arguments that the Kialegee had a right to build on land it said it shared with the Muscogee (Creek) Nation.
