FORT SMITH - Chief of Police Moss has requested Mayor Bourland and the City Council to grant him the right to close up certain poolrooms on Main street, alleging such places are rendezvous for gambling and young men are ensnared by the professionals and “fleeced of their coin.” He designated four poolrooms in his letter to the mayor as such places.

50 YEARS AGO Dec. 4, 1962

Liberalized earning allowance for old age and blind welfare clients were announced today by state welfare commissioner Carl Adams. He said notices of the change in policy, which conforms with new regulations adopted by the last Congress, are being mailed along with December checks to the clients. The notice toold age welfare recipients informs them that effective Jan. 1 they may do any type of work and earn as much as $30 a month without any of it being taken off their welfare check.

25 YEARS AGO Dec. 4, 1987

Distributing contraceptives to students likely would lead to more abortions, Leon Holmes, president of Arkansas Right to Life, said Thursday. On Tuesday, Gov. Bill Clinton endorsed a call from Dr. Joycelyn Elders, director of the state department of Health, to provide free contraceptives to sexually active teen-agers. Holmes added that his organization is “distressed that the governor has hastened to endorse school-based health clinics without investigating the abortion connection.”

Taxes and a weakened economy threaten gains made by Arkansas’ poorest families during the 1990s, according to a report released Tuesday by a Little Rock nonprofit group, Arkansas Advocates for Children and Families. While the state’s poorest saw incomes grow by more than a third between 1990 and 2000, many are still unable to meet their daily needs, according to the report. The report, titled “Boom, Bust & Beyond: The State of Working Arkansas,” pointed to growing numbers of unemployed, the rising number of low-wage service jobs, and a “regressive” tax system it said hits poorest families the hardest.
