Though she has had pets, Marcia Donley of Fayetteville admits she “was never one of those animal people.” That changed for the founder of Spay Arkansas when she came across an article in Best Friends magazine called “Chain of Collars,” written by Concorde, N.H., attorney Peter Marsh.
