Never, and I mean, NEVER, pay anyone for work in advance. If a contractor or repair person asks for payment before work is started, send them packing quick. Almost all the time you will get ripped off. Mr. Parsons will never get his money back, probably. If he does he will be extremely fortunate. Most folks who get ripped off never see any of their money again. A judge can "order restitution be made," but, if the culprit doesn't have any money or assets the "order" doesn't mean much; just words on paper.

Funny how gov't. works. My wife paid a $300 deposit on a puppy, and the seller never delivered (or answered her phone). I contacted the Wash Co. Prosecutor and was told it was a civil not criminal matter. Guess our case wasn't quite as glamorous.

Unless the seller of the puppy has shown a pattern of behavior showing fraud, there is no real call for the government to intervene in your case, which is a Class A misdemeanor and a matter better resolved privately. Also note that the roofer bilked a number of people out of thousands of dollars each.
Don't you know where the seller lives?

.
You can bring a lawsuit without an attorney. Your fee to file should be $25. I believe the court is now called District Court. Fayetteville has a District Court.
.
The amount of your loss is not considered serious. It's a misdemeanor.
