Census: State’s total up 200,000

House seats to remain at 4

U.S. Census Bureau Director Robert Groves announced Monday that state population totals will be released in December. Arkansas is expected to climb to 2.8 million people, up from 2.6 million in 2000.

Your headline is misleading. It says "Census: State's total up 200,000". But your article says that official census totals will not be available until December. But that's not news. We knew all along that census totals wouldn't be revealed until late December. The news of this article is that Dick Wilson is predicting that Arkansas will not gain or lose a House seat.
