Bisbee Plans To Address His Literacy Issue

County Judge Dave Bisbee says he is not functionally illiterate. “I don’t fall into the functionally illiterate category,” Bisbee said Thursday. “People make giant leaps into something that they know nothing about.”

“I don’t fall into the functionally illiterate category,” Bisbee said Thursday. “People make giant leaps into something that they know nothing about.” I beg to differ, sir. Functional illiteracy is defined as: *Functional illiteracy is a term used to describe reading and writing skills that are inadequate "to manage daily living and employment tasks that require reading skills beyond a basic level."* Sir, you admit that you read poorly and do not write. That IS functional illiteracy as defined. You admitted UNDER OATH on the witness stand IN AN ETHICS TRIAL that you cannot read and do not write. Now you're saying that you meant to word your statement so that it meant something else. Might that be construed as lying under oath? Benton County is well shed of you.
