Governor appoints Sanders to take seat of ousted judge

As Gov. Mike Beebe named a replacement Friday for ousted Pulaski County Circuit Judge Willard Proctor Jr., a Little Rock attorney alleged that Proctor illegally forced probationers to attend Bible readings and submit to prostate exams and blood tests.
