Removed judge faces 2nd class-action suit
Probation program’s fees, testing at issue

A second class-action lawsuit has been filed against deposed judge Willard Proctor Jr., the Cycle Breakers program that led to his downfall and Pulaski County, claiming they all profited from fees that potentially thousands of criminal defendants were forced to pay to the program.
