Coal-plant clash goes before state high court

The Arkansas Public Service Commission correctly determined the need for more electric capacity for Southwestern Electric Power Co. before it approved construction of the company’s coalfired 600-megawatt power plant in southwest Arkansas, attorneys for SWEPCO said Thursday.
