Penitentiary officials estimate that the cost of gathering and placing upon the market the cotton crop on the state farm this year will be greater than elsewhere in the South. They base their estimate on the price paid for convict labor, which is $1.50 per day. At the recent meeting of the Penitentiary Board, Superintendent Pitcock stated that each convict would pick about 150 pounds of cotton a day, which, at the present value of their labor, would be equivalent to the payment of $1 per 100 pounds, being higher than the price paid anywhere in the South.

The U.S. 8th Circuit Court of Appeals in St. Louis today issued a mandate reversing an order of federal district judge Alex J. Beck to admit three Negroes to the all-white Dollarway School this term. This possibly will pave the way for opening the schools soon. At the same time, the judges denied a motion by attorneys for the Negro children for a stay of its order. Once that mandate vacating the Beck order is received in the Little Rock district court clerk's office, the way will be cleared for Dollarway to reopen its three schools.

Conflicts between the state attorney general's office and the state Department of Education in interpreting the controversial teacher testing act caused the Arkansas Education Association to issue yet another news release Friday that labeled the act "unworkable." On Sept. 19, Attorney General Steve Clark released an opinion that said teachers certified to teach in more than one subject must take tests for each subject or six hours of course work in each area. The AEA release said the opinion was in direct conflict with a Department of Education notice released in February that said teachers would be required to take only one subject area test or six hours course work in one subject.

10 YEARS AGO Sept. 22, 1999 FAYETTEVILLE - Construction on a Razorback Stadium expansion is on track and demand for new sky boxes is so strong, University of Arkansas Athletic Director Frank Broyles is considering adding more. Broyles also said in an interview Tuesday that he will decide within the next few weeks whether this demand will lead him to include more sky boxes in the design. So far, about 95 applicants are seeking to occupy 63 proposed new sky boxes, which, added to the 44 existing sky boxes, would bring the stadium's total to 107.
