Rep. Joe Wilson, RS.C., said at a news conference in his home state that if he could do it over again, he would "absolutely not" shout "You lie!" at President Barack Obama during the president's Sept. 9 speech to Congress about his plan to overhaul U.S. health care, adding, "I was speaking at the wrong place at the wrong time."
