100 YEARS AGO Sept. 18, 1909 A letter from Maj. M.L. Walker of the corps of engineers, United States army, with headquarters in Memphis, to Secretary J.L. Caldwell of the Pine Bluff Board of Trade reveals the fact that the National Waterway Commission is making a thorough investigation into the causes which have led to the decline of water transportation
