Lincoln: No need for speed on passage

Climate-change legislation that would cap the amount of carbon emissions from utilities, factories and farms - a pillar of President Barack Obama's first-year agenda - almost certainly won't pass this year, say Senate Republicans and several Democrats, including Arkansas' Sens. Blanche Lincoln and Mark Pryor.
