Auditors: Improper filing, controls cost county $21,800

Four hundred and thirty six death-certificate applications with estimated fees of $21,800 weren't properly accounted for from July 2005 to June 2008 at the state Department of Health's Jefferson County Health Unit, a state auditor told lawmakers Thursday.
