Speaker: Energy plan will be costly
He says cap, trade will shuffle wealth

Approval of the Waxman-Markey bill, better known as the cap-and-trade bill, by the Senate later this year would not make any sizable difference in the world's use of carbon-based energy generation but would drive up the costs of energy consumption for the South and the Midwest, representatives of Arkansas energy providers said Thursday.
