Between a rock and a hard place

A property owner can't get county approval for a mobilehome park without a site plan and can't afford a site plan without renting mobilehome spaces.

There are two homes in Betty Mize's mobile-home park. One is hers, and the other is her son's. And at the rate the project is progressing, the two homes are all that will be there for some time.
